Senbei Norimaki is the self-proclaimed genius inventor of Penguin Village in Akira Toriyama's Dr. Slump, whose machines mostly misfire and wreck the town. His one success is Arale, an android girl of enormous strength he passes off as his little sister. Toriyama first built the series around him.
