The Shield is Joe Higgins, a chemist turned FBI agent whose costume is built from American patriotic iconography. Created by Harry Shorten and Irv Novick for MLJ's Pep Comics #1 in January 1940, he predates Captain America by more than a year. A chemical process of his own gives him his powers.
